Is it possible to model a cable going over a pully 90° with two forces applied to the ends. the element needs to to have tension + bending stiffness and can have frictional contact with the pully similar to Cable280 in ANSYS.

There are no dedicated element types for that, but you could use regular shell elements in contact with the pulley or even a layer of solid elements to avoid convergence issues.
