Deactivation of Step erase user custom cards and they are not recovered if activated later.
Yes, I know; I hoped it is not a problem since it is not a simple problem to solve.

I have changed the behaviour of this item. Now, if the step is deactivated (or a material, for that matter), the user keyword inside it is suppressed. A user gets a warning. The keyword is saved internally but not visible to the user. When the step is activated again, the keyword is unsuppressed. The user gets a warning.

I tested it in 2.4.5 and it looks good now.
